Yes. The following contacts will be notified when a disaster is declared

1. Contacts mapped to business functions in the DR plan.
2. Contacts assigned to insurances mapped to the above business functions.
3. Contacts mapped to the location for which the disaster is being declared.    

In addition to the above contacts, contacts from the contacts groups selected during disaster declaration will also be notified.
